It is perpetually in 4WD and it wastes gas when there's no snow on the road. I'm wondering if there's something I can install.

Try shifting it out. Put the transmission in neutral and push the transfer case shift handle down to two wheel. If the transfer shift mechanism is broken see your dealer before the warranty runs out (3 years) as it is expensive. The shift cable is known to break but the entire mechanism has to be replaced as they don't produce the cable as a separate item. By the way Jeep specifically states to NOT run in 4 wheel on pavement, unless there is snow, as it is detrimental to the drive line and causes abnormal tire wear.

I'm guessing your jeep has Quadra-Trac, which is a full time 4wd system. There isn't a 2WD position. There are supposedly kits available to disengage the front wheels but this will damage the transfer case viscous coupling clutch packs and is very expensive to repair. So either get rid of the vehicle or live with it.

I have a 96 Grand Cherokee Limited 4WD 4.0L I6 engine and average 22MPG with a mix of city and highway driving.

Way to research that purchase! To the best of my knowledge, they are all full time 4wd, which means there is no 2wd selection.
