Any ideas on how he should give it to her instead of just wrapping it and letting her open it?

put it in a different box
like get a box that would have something she would not want in it (ex. a pill dispenser) but when she opens it she'll see the necklace

If he isn't expecting any "action" he can wait until a long day of work for her...but if it's a X-mas gift after a Fancy or family dinner would be awesome...

Tell him to hide it in her oatmeal in the morning.
Actually, hanging it in the mistletoe might work better.

Put it around her neck like in the commercails..
But do it while shes asleep..and once you put it around her act like you never did anything.
When she wakes up tell her you love her.
