You should borrow the money from someone to take your iguana to the vet. Iguanas can be very expensive at time, specially if you have a female in breeding gravid/egg laying female, they should expect 2 x-rays a year, if no other health issues.
How is your iguana sick?????
You can use mineral oil in the water, can also use a mild soap and a soft kids toothbrush to scrub the area. I'm sure your iguana will not like being scrubbed in that area. Make sure that your iguana had licked up water before you add the soap and not very much. You may want to try 2 baths a day if you are only doing 1.
How is your iguana getting its body dirty? What kinda of floor covering are you useing? If it's bark, dirt, sand, moss, pellets anything like that those are all bad and should be removed. You ig will try and taste w/ his/her tongue and possibly swallow which will cause blockage, which will need to be removed surgically or cause the death. Safe floor covering, newspaper (unprinted ink if possible), paper towels, vinyl flooring, towels, indoor/outdoor carpeting. If the towels, or carpeting has any lose fibers remove change. Some newspapers ink has soy ink in it which soy is bad for its, but only change if you notice your ig trying to eat the newspaper.

First of all if you are going to get a pet it is your responsibility to get them the care they need and if you don't have the money then sell some things and get the money or give it to a reptile rescue. Second to clean the iguana just give it a bath in the tub with some warm water. And you never said what is exactly wrong with the iguana besides being dirty.
They need:
45% leafy greens such as escarole, dandelions, endive, mustard, and collards, NO lettuces or spinach! They aren't good for him.
45% hard mixed veggies such as an orange flesh squash the harder the better(acorn,pumpkin,butternut... fresh green beans, fresh peas, parsnip, and green bell peppers, NO broccoli or cauliflower, or avocado!
10% fruit such as figs, papaya, mango, pear, and berries. NO bananas, only very rarely as a treat.
NO ANIMAL PROTEIN such as bugs, meat, eggs, or cheese!
Cage size:
Minimum length (side to side): 2-3 x
Minimum depth (front to back): 1.5-2 x
Minimum height: 1.5-2 x
Temperature:
They need a basking area of 95-100 and normal temps of 75-85. NO heat rocks!
Lights:
They need a 5.0 UV light.
Hydration:
They should also get baths everyday or so. And should have a water bowl in their cage.
Vet:
You should take Your Iguana for regular vet checkups to make sure it is in good health. Reptiles can have internal parasites that can harm them so you should make sure the vet checks that.
Here are some good sites, the first one was recomended by my vet.

Why is the vent dirty? If there is any loose substrate on the bottom of the enclosure, remove it. Your Ig must have a bowl or pool in his home large enough for him to soak in every day. What are your temps? Make sure the heat lamp is strong enough to provide a basking temp of about 100F. Is your UVB lamp new? They must have a strong UVB reptile light over the basking spot--on for 12 hours a day. The bulb should be changed every 6-8 months as they lose potency. UVB is critical for calcium metabolism.
What is he eating? He must have a fresh balanced salad with vitamins every day. Below is a link to an excellent diet. When you can, get him into a reptile vet--he could have an illness or parasites. Make any changes you need and hopefully it's not too late.
