No. Earned Income credit requires that you work.
The additional child tax credit (the other refundable credit) requires that you make more money too.

Both of these credits are connected to the income you have for the year. It would appear that you had no income of any kind, which would mean that you will not receive either credit.

No earned income = no EIC. And no tax liability (since you didn't earn anything) = no child credit -- or any other for that matter.
