It's a little screwy. Unless you are handing them $20 or something. Otherwise, it would be really patronizing, and those people don't need that. They feel alone enough already being on the streets. They don't need some well to do stranger stopping by to rub it in.

No, but it's wrong to call them a bum. Or if you say it like "haha, like you'll ever have a happy holiday"

while not wrong, it might be better to say "best wishes to you " or "blessing to you for the holidays" whatever you feel comfortable saying, happy holidays wouldnt seem right, unless as mentioned before, you are offering them something, even a dollar might make them happy!

well i think it depends on how you say it if you mean it and if you done something to ensure it.

i mean you wouldnt tell a blind man to look at the pretty day ...

its a minor thing but this near to christmas out on the streets cant be that "happy " can it?
