Ok my cat walks around with HIS butt in the air. Also when he lay down his butt still is up. Plus when we touch his raises his butt in the air and moves his hinds legs. He meows all day and he is not hungry. Also he keeps going up to objects and rubbing himself on it.

This sounds exactly like what a female does when going into heat. But assuming there's not been a mistake in sexing the cat I would have his anal glands checked if they are inflamed or swollen sitting down or putting pressure on them would be really painful. The other answerers assumptions that the cat is constipated could be correct one thing you could do until you see a vet is to give the cat some extra hairball medicine which is pretty much the same as Cat Lax or take about a tablespoon of canned plain pumpkin without any spices added and mix with wet cat food to give your a cat some fiber and moisture 2 things that are pretty helpful to prevent and end constipation. If the condition persist see a vet they may have to "unclog" him for you with an enema. Do not try to give an enema to the cat as they are very sensative and the dosage must be exactly right. Presumably you wouldn't anyway but Ya never know with some folks. You will want to talk to your vet about your cats diet or add more occasional canned food to prevent future problems.

You're absolutely positive it's a male?

If he's young (adolescent or younger) the butt in the air is a kitten to mom thing, she's supposed to clean that area. If he's older, I'd check the gender again, it sounds like she's in heat.

sounds like you may have a female cat on your hands. lol i would go and check and make sure you don't have a female cat. and if you do get her spayed! it will stop a lot of that behavior as well as keep unwanted visiters at your house.(make kitties that want to get your cat) good luck to you!

Are you sure about the gender of this animal? Because the behavior you are describing is exactly that of a female in heat.

Make sure that he isn't having urinary problems. Not going, going frequently in small dips or drabs. Is he using the litter box a lot and not making urine?

If his behavior bothers you, take him to a vet.

For your own peace of mind ,and most importantly, have your Veterinarian check to see if there is an underlying health problem that needs to be addressed ; I hope all is well with your friend and companion .
Happy & safe holidays ! :0)

Are you sure he's a male?
Females does that in heat.
If he's a boy, it's prob. because a female cat is in heat in your area.
I hope you will neuter (spay) your cat it will mellow him/her out and no more of that restless behaviour.

If you're positive it's a male cat, my vote would be constipation as well.
