If you need stitches, then ask your doc. If you don't get stitches, I would simply wash it well with anti-biotic soap, like dial or safeguard. Put an anti-biotic cream on the bandage and then bandage so the cream is on the injury. Repeat daily until healed over. Then you may want to take off the bandage at night so it can get air, and in the morning go through the bandaging process for a couple more days. All this means nothing however is your dog is not current on his shots. Then you have an entirely different problem and you need to see your doctor asap.

If the skin is broken, you will almost certainly need antibiotics, and a tetanus injection if your tetanus immunity is not up to date. Any kind of mammal bite (dog, cat, human etc) is likely to get infected, because lots of bacteria which live harmlessly in the mouth cause infection if introduced under the skin.
Hope this helps

If your dog's not up on his shots, yes.
In fact, if your dog bites you, you may want to decide whether to keep him or have him put down.
