Not according to a strict interpretation of that text no. Sadly though, people who spout that text are more often than not amongst the most hateful and bigoted in all of society.

Just say a prayer to God asking for forgiveness. Also, include that you ask for forgiveness for harboring any ill feelings.etc toward others. I am not convinced we have to track down individually every person we know and apologize. That could take some of us years. I'm sure that God knows our motives. Forgive yourself, first. God Bless! begin with forgiving yourself, the others will come naturally as a result. Once you are at peace with your faults, others' will diminish.
