No, not legally. She can only use a card on your account that she is authorized to. Example:
I have a visa card. My husband also has a visa card, which is joint with my visa account. My card has my name on it, and it's own unique card number. My husband's has his name on it, and again, it's own unique card number. Legally, even though the cards are on the same account, my husband can NOT use my card. However, if he did, the bank may still allow it because he is authorized (it happened to us once before). But legally, no, your wife cannot.
Now, if the card is solely in your name, and she has no authorization to use it, then you can call up your credit card company, report it stolen, and have the charge removed. The company may then press fraud charges against your wife.

No, but $300 is an insignificant sum compared to the amounts over which divorcing parties fight. Just make sure the judge knows to have it come out of her share of the marital assets.

If she is not on your card account as an authorized user or as a joint user, then it is illegal for her to use your credit card.
If she is on the account as an AU or joint, she has the right to use the card.
If she used it illegally, you do have the right to file an ID theft report with the police against her (if you want to) and dispute the charge with your card company
