My cat has flakes of skin right around the base of his tail and an inch or down the tail too. could this be dandruff?

Yeah, It's called Pet Dandre...a.k.a Dandruff. They have shampoos for that in the pet aisle at Wal-Mart.

Brush your cat really well with a fine brush and sort of scrub at the dandruff spots. If your cat isn't freaked out by the vacuum you can vacuum it. It's the same as dandruff in humans. His skin is dry and he probably can't clean that spot well.
Don't bath him because it will make it worse. Add oil to his diet and it will help. A little cod liver oil on his food will work wonders.

Yes, it's dandruff. Dry coats in cats show up first around the backbone/tail area. You can add a little bit of oil twice a week to his food (1/4 tsp over the food) and that will help. Or get a better sort of food for him to eat.

Anything with skin can get dandruff; it's just dry, flaky skin. Depends on the severity and the cause as to whether it needs treating. Is the cat flea treated? You could try putting a teaspoon of vegetable oil in with food once a day to give the skin more moisture.

Yes to everything you asked.
What you can do is make sure your cat is eating wet food - that can be either canned or raw meat (properly balanced of course). That helps things quite a bit - Poppy's dandruff cleared right up after I took her completely off dry food.
Also adding a good fish oil to the cat's diet may help as well.

Yes, and it's more noticeable on dark fur. I have an elderly cat who has it. The vet carries a special shampoo for this. (not human shampoo) I brush may cat and even vacuum her, She loves it.
