it doesn't matter because it would never be split evenly by the government. they would just spend it somewhere else in a wasteful instead of useful manner.

they have spent alot less than they would have had al qaeda attacked after the ridiculous policy of unilateral surrrender wouldve been invoked by the pelosi/reid regime. and as far as "splitting it up", splitting what up. if you have no country as your defeated through the inept cowardice of unilateral surrender isnt that a bit moot. your question has no answer as your premise is skewed and makes no sense.
