No, can be caused by many things--I wouldn't worry unless it becomes more frequent. Could be medication, stress, too little water (ironically), or other things.

For 1 or 2 times a year, I wouldn't worry. Sounds like accidents. The boy is only 3 and all kids have the odd accident. I did in kindergarten when I was 5 because bladder was too full and while standing in line, I couldn't make it to the toilet. I wouldn't worry about the boy. Sounds like normal accidents to me.
