I don't think most women would care for the type of attention they'd get if it were legal for them to be topless anywhere...however at the beach, lake, or other recreational places where people tend to sunbathe (as well as at home in one's own yard) I think it should be fine.
Many countries outside the US have liberal topless laws for women...makes us (Americans) look like prudes...as if it's thought the males couldn't handle the additional sexual stimuation.

no i think women should keep their shirts on if not for their own modesty, then maybe for the fact that i personally dont want to look because its just nasty...besides who would want too... so men could look and drool or given the urge to touch? Dont cry rape then.. you asked for it (and im a woman!)
