First of all, there are laws, and driving without a license, or registration is illegal. Anyone who does so without considering the consequences, deserve what they get.
In many states, if the license is expired, the vehicle, unless there is a licensed driver in it, is towed and impounded. She could have gotten of worse for her own actions.
People have to be responsible for their actions, good or bad. In her case, she made poor choices and it caught up with her. No different for people who drink and drive, or commit other crimes.

In case you haven't noticed, it's a police officer's job to enforce laws. Your "friend" was in violation of more than one of those laws, as the officer otherwise wouldn't have had cause to pull her over. Is there anything that can be done about a cold-hearted woman who exposes her children to her illegal behavior?
It's her registration and therefore her responsibility to keep it up to date. There is no such thing as unknowingly driving an unregistered vehicle. She knew she was driving it. For doing so, they can probably suspend her license.
