i just read the other answers. I still think my way makes more sense, because a recipe that says 3 1/4 cups is not the same as saying "three 1/4 cup additions"; these are different things. If it's flour and you are making a cake, it's 3 cups plus 1/4 cup.

Does the recipe read 3-1/4 cup (three and one-quarter) or 3/4 cup (three-quarters)? If it's 3/4, then yes...it would be 3 of the 1/4 cup measures to make 3/4 cup (6 oz).
If however it's 3 1/4, then you need to measure out 3 full cups (8 oz per cup) PLUS 1/4 cup (2 oz).

1/4 + 1/4 = 2/4
2/4 + 1/4 = 3/4
That's 3 quarter (or 1/4) cups.
But 3 and 1/4 cups is actually 3 full cups and 1/4 more...that's different.

NO! they are completely different amounts.
3 1/4 cups is 3 cups and then 1/4 of one cup
3/4 of a cup is like a little less than 1 cup.
