Your puppy isn't biting, persay, as a full grown dog bites. Your puppy is a baby! Babies put things in their mouth to learn about the environment. Do you punish your baby for putting things in his mouth? Or do you make sure that what goes in there isn't dangerous and is appropriate?
Provide plenty of appropriate chew toys and keep your shoes and valuables out of reach from said puppy.
When the puppy goes to chew on your fingers, take your fingers out of kis mouth, and replace them with an appropriate chew toy. He'll get the idea eventually, and not learn to be afraid of you, whereas if you punish him for being what he is, eventually he's going to resent and fear you, and that doesn't make for a good relationship. Your puppy should be able to trust you.
As for leash training, that comes later, when he's old enough. Like when he's 12 wks old, which is when you should have brought him home in the first place. He's really just a baby at this point, and way to young to really "learn" anything.

You have to constantly work with her. When she bites you scream like you are dying, it will freak her out and she should stop. When puppies bite each other they yelp when it's too hard, and the other will stop. You can also pull your hand back and sternly say no, and also give her a firm pop on the nose (not hard enough to actually hurt her, just startle). When she jumps up on you bring your knee up in a manner of pushing here off and giver her a firm no. Continuously do this until she stops. When she is biting or jumping, or doing anything ill mannered it is very important that you do not reward her. Do not pet her, or talk to her in a loving way. Any sort of pat on the head or back is rewarding her. When she is misbehaving, other than correcting the behavior, she should be ignored until she starts behaving again. Make sure to give her lots of love and praises when she is being good. It is also very important that you are very consistent with you commands and expectations, even your company should do the same when around her. You can't allow her to jump onto you one day and then correct her the next, it will just confuse her. You should also start teaching her other basic commands. If you can't take her to a puppy obedience class, youtube has some really good training videos. Good luck! Puppies can be a nuisances when not trained properly.

When your puppy bites you, make a high pitched yelp. A dog doesn't understand, "Ow!!! That hurt! No! Bad boy!", so you have to tell them that you got hurt by making a high pitche yelp. This is what he'd do if he got hurt, right? Then, cross your arms and walk out of the room without your dog. Having you in the room is a reward for your dog, and you leaving is like a punishment. Soon he'll understand that hey, maybe I shouldn't do that because I lose my reward of having her company!
This biting thing may just be a phase. He could just be teething, but even still you need to teach your dog that biting you is NOT the solution.
Leash training is really easy. My dog learned it in less than a week. Have your dog on your left or right side (I prefer the left), and just start walking. Each time he starts roaming off, say the side you want him to go to, so in my case it would be, "Left!" and SOFTLY pull him back to where you want him to walk. A you're walking, bend down and give him a Cheerio. Each walk, reduce the amount of Cheerios you give him, soon none at all.
These are the methods that I used to train my puppy and that worked, so that's why I'm recommending them to you. I hope you have luck getting your puppy trained!

Your puppy should still be with it's mom and siblings. The siblings and Mom know how to stop the biting. It it cannot be returned to Mom for a few more weeks....then you are the siblings. When it bites yelp and remove your hand. It will learn that that behavior is not wanted. But it is a necessary part of his growing up. So be tolerant. No yelling, no punishment, no hitting, etc. Just yelp and remove your hand. If you don't play and encourage the biting,,,he will stop.
Leash training is a way for you to establish PACK LEADER status. Don't let him just have the lead and go whereevery. When you are on the leash, you are in control and dog should be kept, behind and close to you. They can be taught quite young but your dog should still be in the hospital with his Mom. So ..for now don't rush things too much. But you will be surprised how fast he can learn to sit, and down, and high 5.
Be sure to handle him all over his body, ears, teeth, tail, butt, legs, tummy, feet. etc. He needs to know that you own all of them. This also stimulates his brain while it is forming new connections and later he will learn faster because of this stimulation. See is you can turn him on his back in your arms and get him to calm...if he will he should be easy to train. If he fights you...you are in for a long haul with an assertive dog.
Remember he is a dog and he will be a BIG dog. So don't let me learn or teach him something that is CUTE now but will have to be corrected later....when he weight 100 lbs.

After I started training my dog, he became very attached to me and loves to stay by side as long as he can. But just going to them won't help. You have to practice what they teach you outside of the class and you need to keep up with it at least every now and then after the class ends otherwise they'll just go back to previous habits. This course is a really good place to go for dog obedience classes. It get's your dog around other people and dogs to socialize while getting the training you need. As for electric collars, I would say to not get one. In my experience, they're only a negative effect on your dog. I mean of course you're going to need to correct your dog, but being positive and encouraging your dog works a lot faster and easier.
Every dog is different, so unless you have a german shepherd or a really smart dog, it might take a while to train her. You might get frustrated with her, but go easy. She's still a puppy and has a lot of energy. A backyard or somewhere to run will help her get rid of a lot of energy that might cause her to misbehave from boredom.
