Birth control pills does not equal having sex. They're just hormones, depending on the type can regulate your periods and also its just more safe especially considering if anything were to happen, she wouldn't be pregnant. But in any case you really shouldn't start taking them without talking to a doctor.
A girl shouldn't be taught that she shouldn't have birth control, like its some evil thing; the message she is sending if anything is responsibility. Why do you want some religion denouncing or promoting this? Its a medical decision, not a spiritual one. And like I said, a 9-year-old needs to have a doctor work with her on the decision.
It might help me answer your question, if you just came right out and said what you think about this. It sounds like you're in a panic, but she is 9 and some girls get their periods that early, just so you know.

Well lets just get down to the outcomes here. You give the 9 year old the pill and she goes about her life. You don't give the 9 year old the pill and she has a baby by the time she's 13.
I choose the no baby option.
Although this is a mute point given that a 9 year old can not get pregnant and the pill would most like be bad for her.

It is indeed frustrating and inappropiate use of abortion to use it as a birth control. I am pro choice, but i am not pro abortion and do not condone abortion as a birth control, it is an option for medical need only. Unfortunately, these people who easily and without thought have abortions as their birth control are in a different frame of mind, have different beliefs and different way of seeing/doing things. As frustrating as it is for those ttc, seeing all those unnecessary abortions, it's best not to let those people stress/upset you and concentrate on your conceiving/life and well being. It's not just those who are trying to conceive that are affected, i personally lost my daughter at 24 weeks into the pregnancy, stillborn. What they do annoys me, using abortion as birth control, but it's out of my hands, it's their decision and what ever i do/think will not change them and i don't really have the right to. I just had to accept that even though my little girl was not planned, she was wanted with all my heart and losing her was hard, but losing my daughter is no right to tell/judge people on how they live their life including abortions. This is sad but this is our world today, due to lack of parenting, culture, T.V. and so on, intentional or not. If a 9 year old asks give it to her. Of course inform the parents but at least she is smart enough to know she doesn't want the responsibility of a child.

9 year old girls in public schools in the US would not receive birth control pills from their school. 16 year old girls in public school in the US would not receive birth control pills from their school. A prescription is required to obtain birth control pills. That means a doctor has to write the prescription. A 9 year old girl would have a difficult time getting to a doctor all by herself to ask for birth control.

You can't get pills at school. You can only get them with a doctor's prescription.
Quit pulling "facts" out of your butt. They really need to be flushed down.
BTW, it does not automatically mean that a girl is having sex just because she is taking pills. Many women take it for medical reasons that have nothing to do with birth control.

A friend of mine had a baby at age 14. We were talking about learning about sex when we were kids, and she told me that she knew nothing---until an older man taught her more than she wanted to know, and made her pregnant.
It's really sad, but it's the way of the world. I am not condoning it, but you can't regulate other people's sexual activity.
We learned with prohibition that you cannot map out someone else's morals for them, b/c they will find a way to do what they want to.
