Toy dogs generally reach "full grown", including filling out, by a year old.
No dog has Perfect conformaton, and if the dog came without papers, chances are even less.
If the parents were AKC, then you can get AKC papers, assuming the "breeder" offered them to you.
If the parents were not AKC, then you may be able to register with one of the crappy fake registries (Like CKC), but it won't mean jack.
If your dog is just a pet, then spay her and keep her as a member of your family. If you are looking to show, next time use a responsible breeder.

Papillons are small dogs, and so are probably full grown at about a year of age. Dogs do not have to be full grown before they are allowed to show, but the MUST have papers.
If your dog came without papers, you have to find out if the parents had papers. You must contact the breeder you bought your pup from and ask for copies of papers on both parents. If they are not registered, you cannot register your dog.
If you can get copies of papers for both your dog's parents, then you can apply to register your dog.
While YOU believe your dog has "perfect" conformation, and "everything in the breed standards" you are not an expert unless you're already a judge, in which case you would not have bought a pup without getting her papers in the first place. I didn't register my male, but I DO have all his parents papers and the registration for his litter. You should go to the akc website and find and contact the Papillon breed group, and find out where your closest Papillon group is in your state or your area. Then see if they will put you in touch with a breeder who shows their dogs and has the experience to tell you if your dog has the potential you believe it has.
You also need a mentor if you plan to show.

I think around 6 months a small dog is full grown.. they may "fill out" more.. but they pretty much reach their full heigth at that age.
Contact the breeder to see if the pup has papers. If the parents are not registered, sorry, your puppy cannot get papers.
If you get her spayed, you can get an ILP listing and show her in non-conformation events, such as agility and obedience.
Its true that no dog has perfect conformation. All the dogs you see in the show ring come close, but none are "perfect". You also cannot tell as a puppy if they meet conformation.. even an experienced breeder is taking their best educated guess when deciding which pups are show potential and which are only pet quality.

Small breed dogs are usually full grown by 1 year of age. Larger dogs usually by 2 years.
As for the paper and AKC probably not gonna happen. If parents aren't registered then it would be very hard to get them registered, then the litter would have to registered, etc., etc.,

2 years old a dog is fully mature. If you did not get papers with the dog, the parents aren't registered, litter not registered, you cannot get papers for your dog. It's conFORMation... You are conforming to the breed standard.. Not confirming that you conform.

Well if you plan on fixing the dog, the papers won't do any good anyways. I got My dogs papers and never sent them in. He is a pet, not for show etc. If the breeder is refusing to give the papers, that would give me a red flag, and i would ask to see the parents papers, to assure they are even registered. If she refuses to show the papers and give them to you, then it's really up to you. To me i didn't care about the papers, i just wanted my dog.

If it didn't come with papers, chences are you cannot get any. You could get some from a crappy registry...like the Cont.KC....but NOT from the AKC unless the litter and parents were registered.
***and NO dog has PERFECT conformation!!!!

women human beings can often go in to warmth at 6-9 mos. canines are totally grown at a million-2 years reckoning on the size and breed. the bigger, the longer it takes. women human beings can get pregnant in the 1st warmth so be careful while you're no longer making plans to repair her until now then.

If the breeder won't give you papers, there's not much you can do as far as getting the dog registered with any registry worth anything.

If the puppy wasn't sold with papers there is no way that you can get them from any recognized Kennel Club. You can probably get them from one of the scam kennel clubs but why waste your money since they aren't accepted any place and are totally worthless.
