have you discussed this with the landlord again? Maybe the landlord confronted them, but isnt aware that its still going on?
You could put it in a baggie and leave it in front of thier door with a note that says "your dog dropped this on the sidewalk".

I have a can of Hartz Stay Off Training Aid (active ingredient methyl nonyl keytone). My puppy would "use" a small area rug. I found she stayed away from it after I cleaned the rug and then sprayed it with the Stay Off. I wonder if that wouldn't work on your sidewalk. Hose the sidewalk down, maybe use a little soap, then spray the area. I'd respray after a rain too. When I moved to a new place, my (now) dog started using the carpet!! I sprayed it with Stay Off and the problem seems to be resolved. The odor isn't offensive and in short time seems to disappear, except the dog seems to get the message. I'm sure there are other brands that work as well also.

It's an animal and I don't think reasoning with the dog will get the job done.
Talk with the owners. If you say to them and the landlord that you find this extremely offensive and not sanitary for the children in your home or the children that visit your home....possibly they will correct the action.
In most areas it is AGAINST THE LAW. to leave dog poop on the sidewalk. You are supposed to carry a scooper and a plastic bag so you can remove it. Our dogs poop in their own yard or when we take them to the park for their morning run abouts. My heeler will even go into the wooded area to do his business rather than out in the open. I think he is modest???

Sometimes dog are used to cement because that's where they were confined to as a puppy, or if they were in a shelter. Training with praise is the only way to get them to go in grass, and they will still be fairly comfortable going on cement. They need to clean it up right away if this is where their dog goes. They should be cleaning it up fairly quickly anyway since they are sharing the land. Don't blame the dog for having bad owners though. Blame the people. The same kind that make it hard for me to find an apartment with my dog.

Talk to the landlord again if she still refuses ask for her bosses contact information and tell him, that you've talked to the landlord x amount of times and she won't do anythign about it(if you live in an apartment). If you live in a house, all you can do is talk to the landlord, or confront them.

Continue walking your dog on the lead in a brisk and confident movement, this will ensure that you are dominent over your dog and he/she will not pull on the lead.
Then take him/her to a suitable area.
