He's a one year old yellow lab. We put him in a cage and put something underneath the cage so it doesn't make much noise when he moves around. When we return from home he makes a hole or scratches the paint off the floor in the garage.

Why is he in the garage? If it doesn't have a bottom on it he can just wiggle out right? Aren't there chemicals in your garage? Why doesn't his crate have a bottom on it? It should be a full crate complete with a front, back, sides, top, and bottom. If it was, he wouldn't be able to get to the floor in the garage.

He's frustrated and is trying to dig. You need to work with him. He needs some extensive training. He needs to be conditioned that you are coming back. I'll hit a couple of things you need to do
1) power walks every day and if possible 2 times a day, at least 30 minutes each. leash, you take the lead, dog close and behind, good tempo. With a lab even roller blades or a bicyle. He'll come back tired.
2) Leave the house, close the door and return immediately, Let him know you are coming back. Do this over and over. Each time increase the time you leave the door closed. Practice this often. Leave, stay and return. Have someone in the garage, to distract him when he starts to dig, (a sharp noise) No names, no words, just a noise. Each time he starts to dig, noise and distraction. Be sure he has lots of toys and one of the balls you can put treats into.

It seems to me you're not home enough to take care of your dog since he's developed these habits. You might want to consider giving this dog up to a family that has the time and space a large dog needs.

buy puppy boots and if he doesn't like them let him off but if he scratches the floor say "NO" and put them back on for 2-3 hours and repeat as nessacery
