Breakdown torque, for a some designs( such as the class D) this is the the same as locked rotor torque, but usually locked rotor torque is less, though the highest current draw is the locked rotor current.

I disagree with all 3 of the above. A locked rotor will draw the highest current, and also have the biggest voltage drop. As torque is directky proportional to voltage² then the locked rotor situation would be the lowest torque
