You may be getting breakouts regardless of how good/bad your cleanser is.
You want to use a cleanser that doesn't dry your face out, and it's also important to have a good simple moisterizer. Both products should have no dyes, perfumes, alcohol, etc...
A good cleanser cleans your skin well, and does not affect your skin otherwise.
My favorite facewash and moisterizer is made by Cetaphil.

What works for somebody else may not work for you.
I've been suffering from bad acne ever since I was a teenager. tried everything that everybody recommend but none of them had any positive lasting result.
Finally went to a doctor's and found out that my pimples were due to hormonal imbalance.
Was prescribed Diane 35 ( a form of birth control pills) to regulate my hormones and so far so good. Any cleanser works fine for me though I would recommend Therapeutic Demalogical Formula Oily and Acne Cleanser. If they don't have it where you are, Liquid Neutrogena is good too.
The main thing to remember is not to overdry your skin. Always follow up with a toner, light water based moisturiser, pimple cream (doesn't matter what brand because most of them have the same active ingredients (Benzyol peroxide).
Don't forget to use a light water based sunscreen in the day because sun does aggravate acne/ pimples.
If you use makeup, be sure to choose non-comedogenic. Remove make up properly and never ever sleep with your make up on.
Remember to be patient about the products that you are using because they take time to work. Anything that works immediately is likely to contain ingredients that are too harsh.

Yes, change the cleanser.
Buy a cleanser, toner, sunscreen, and moisturizer formulated for your type of skin - oily, dry, normal, sensitive, or combination.
Use the cleanser, toner, and sunscreen in AM; and cleanser, toner, and moisturizer in PM.
Exfoliate with Aapri or St Ives apricot scrub once or twice week.
Eat well - avoid fried, fast, or junk food.
Drink 1/2 gallon of water a day.
Take a good vitamin with minerals every day.

yes, your face should not feel dry after washing. Many people mistake this for cleanliness, in reality, using a harsh cleanser that strips your skin of it's natural mantle of oil will only compel your oil glands to work harder, causing your skin to produce more sebum to compensate. Try using a soapless cleanser such as ClearChoice Gentle Foaming Cleanser. And watch for Parabens in all your skin care products, a clear link to breast cancer has been determined, but lot's of skin care companies still put them in their products.

The best thing you can do is to use a very mild soap like Cetaphil, then use an exfoliant or toner, followed by a light oil-free moisturizer. You can spot treat any existing pimples with a pimple cream like "Persa-Gel 10" from Clean & Clear.

When you buy a cleanser, buy one that states "non-comedogenic". That means it won't clog pores (cause pimples). If you still get some pimples, it's not the cleanser that's causing them.

Biore's deep cleansing cloths are easy to use and they dont dry out your skin. most of the stuff I have tried burns my face, but that is because some of them had alcohol in them. Trial and error is the best method here. Give each product a month or so, and if you dont see results than switch to another leading product.

When ur face feels clean, no residue and doesnt dry to much. U will get pimples time to time cuz that is natural due to us being women like our hormones.
