If she is pooping blood, it's time for a vet immediately!
ADD:
Call your parents and let them know what is going on. Is there a friend or relative you can call to give you a ride to the vet?

If you did take him to the vet, I doubt the vet wouldn't do anything about it if you told him your puppy had been vomiting and pooping blood. He would have been tested and treated. So this sounds a little fishy. It could be something minor, like worms, which a lot of puppies have trouble with, or it could be something much more serious, like parvo. It's not something to guess about, it's something to ask the vet about. Just take him to the vet and they will test his feces for worms. If he has them it's a simple matter to get rid of them. They will not go away on their own, however, they will only get worse, so he needs to see the vet ASAP. If he has something else, then obviously the vet is the vest person to tell you that. If he's vomiting on top of pooping blood, he definitely needs to be seen by a vet.

Aww, poor puppy. He needs a vet if he's pooping blood, though. It looks like you'll have to find an emergency vet. Good luck!

Puppy Mill for sure.
Vet. Today. Emergency Vets are open.
Shame on your mom for not doing even an iota of research before getting a sickly mutt from a puppy mill.

Blood in the stool needs to be checked, the rest of the behavior is just, possibly, the change of his home. he is in new environment and will be testing the water and see what he can get away with. Be the pack leader and learn everything you can so you don't make too many misstates to have to change later.

You need to get the pup to the vet ASAP. It could be anything from Parvo to worms to eating stuff he wasn't supposed to. The sooner a vet sees your pup, the better their chance of survival!
