Will police pull me over if my muffler is loose or if it has a hole in it and makes an exaust type of sound? My dodge neon makes a loud sound like theres an exaust on it that street racers have..you know, the kind of sound all the suited up cars have..anyways, well me and my dad are arguing, hes telling me not to drive it because a cop will pull me over for it. But a few friends are telling me they wont pull me over for it..I'm not sure if it has a hole in it or if its just loose, i just suspect that it has a hole in it...he wont let me drive anywhere because of it..I'm only 17 so I have to go by his rules until I'm 18 I guess..Can anyone answer this so that I can show him the answers?

The laws are determined by state, you didn't say where you were from.

Wisconsin has two laws that apply... one states if the muffler makes any more noise than the original equipment, it is illegal.

The other law states you can't have leaks in your exhaust, and the first point of exit must be beyond the passenger compartment, to prevent carbon monoxide from having a chance to enter the inside of the vehicle.

The second law sounds similar to the "fail to maintain vehicle" laws other people have mentioned.

In some jurisdictions, there is a noise ordinance. They can pull you over for "failure to maintain vehicle" also. The quick answer is, YES, they can pull you over. It will also make you stand out in the crowd. As you know, no body drives at or below the speed limit, so everybody is guilty of speeding. In this environment, you don't want to stand out.

Why not fix it? Replacing a muffler is an easy job. You could probably buy an after market muffler for 50 dollars or less, and do it in few hours.

If you want the exact answer, you have to tell us, what State, and what city you live in. Traffic laws varies greatly and ordinance are per city or county.

Yes, the police can pull you over for "failure to maintain vehicle," violation of a noise ordinance, or even air pollution. Of course, it also depends on where you live. Some smaller towns will pull you over for this violation whereas the NYPD probably would not.
