A high quality dog food can solve skin problems. Try to stay away from brands you can find at Wal-Mart/grocery stores/etc. such as Iams, Eukanuba, Purina, Beneful, Kibbles n Bits, Science Diet, Ol' Roy, Pedigree, etc. I recommend high quality brands such as Canidae, Wellness, Innova, EVO, Timberwolf Organics, Orijen, Solid Gold, Artemis, Life's Abundance, Fromm, etc. This site is wonderful. Stick with the 5 or 6 star foods.

Don't bath your dog more than twice a month. Bathing strips the natural oils in the coat and can cause dry skin. Daily grooming can also help.

A good quality dog food will probably help. My family's dog has dry skin (it looks like dandruff) and she's on an okay food that she's not allergic to and gets fish oil every day.

Be sure it is dandruff and not a viral or bacterial condition. Usually it's just dry skin. A little more oil in the diet.

How often do you bath your dog? Too much bathing (ie. more than 1x/week) can dry skin out. You can get a special shampoo from the vet (anti-seborrheic shampoo or "Sebalyte") that will help decrease the "dandruff". I've heard that mayonaise baths help but I can't even imagine how messy that would be!

It sounds like a mild allergy. The dog food I have is called AvoDerm and it contains a small amount of avocado which helps to improve the skin. If that doesn't work, you could go to your vet and get a prescription doggy shampoo.

Ask your vet, but most likely he has dry skin and needs a bit of avocado or fat in his diet to help.Just a tiny bit as you don't want to give him diarhea.
Perhaps go to a higher quality dog food? fish oil supplements,

change your food, the best for your money and nutrition is "Natural Choice" just as good as Iams and not as expensive it runs about $36 a bag. My boxer had the same thing, until i changed the food. Also dont bath him so much if you are. and if you do bath him use Oatmeal shampoo it is soothing for their skin, and sometimes what i do is use baby shampoo, its actually better and less expensive too.

He has dry skin, don't bathe him for awhile, and maybe add some cod-liver oil to his diet, the help with his dry skin issues.

change your food. My jack russell was having bad skin problems (dandruff, irritation, course coat) until i changed food.
I was using "Dog Chow", and now i'm using "Iams" in the green bag.
