i ran into this problem a while back - i wanted to dry the inside so that i wouldn't have water spots on it. i tried chopsicks and towels and all sorts of things (including a hair drier - still leaves spots) the best way i found was after washing it - to rinse the inside with a little rice wine vinegar (or white vinegar) and then rinse with distilled water and let it dry upside down. Using distilled water will dry faster and prevents spotting. This is now the standard way to clean decanters at my restaurant.

Depends on how big the neck is. You can just turn it upside down on a towel or in a rack and let it air dry, but then you risk water spots. If you're in a hurry, use a blow dryer. Otherwise, I usually just take a thin cloth towel and push some of it into the decanter with a chopstick, and kinda move the towel around it to dry it - that may sound goofy, but it works for me!

A drying rack will work but if you are in a hurry a blow dryer set on cool (so as not to crack the glass from the heat) will work. Good Luck!
