Depending on what you use it for you can do this.

If you want to boil something to eat and throw away the water then there's no real harm in doing this. The water will boil faster which means you save a few minutes.

If you're going to be using the water as a base for something like coffee, tea or soup then I always say to use cold water. It just tastes better that way.

You can use hot water but you should consider the energy consumption. If your hot tap water is heated with Gas and you have a Electric Stove it would cost less to boil cold water on the stove than for the gas hot water heater to reheat the cold water in the tank.
If you are making pasta or hot cereal you can add Salt to the water. Salt makes the water boil faster.

Yes, though you'd save a tiny amount of money by using cold water (i.e., the cost to heat the tap water is far higher than boiling cold water in the microwave or on the stove).

Well consider this
it takes 1 calorie of heat to raise the temperature of 1 cubic centimeter of water 1 degree. c
So if cold is 60º and hot is 120º then time wise YES
BUT if you run the hot water to get there you waste water and now the Hot water Heater will switch on to heat 30 - 50 gallons $$$..
The same is true of ice cubes Hot water does not freezes faster you just trip the thermostat

Yes, that's exactly what I do. It's the same water, but it comes out of the tap hot, and boils more quickly.

You won't know the difference.

I don't use hot tap water. I remember reading somewhere, years ago, that water heated in your hot water heater has unhealthy impurities. I would think water already heated in a pot or some other vessel would be safe.

Yes, I even use the water from the teapot if I have just made tea and it makes it alot faster.
