the people suffering from parkinson's disease often face immobility,can we call them as DISABLED PERSONS,

Depends on the context. As a disease Parkinson's Disease can cause disability in many, but I'd use the term "person with Parkinson's Disease" and try not to label individual people as "disabled" purely on diagnosis.
Also mobility impairment is only one aspect of Parkinson's and other aspects such as problems with fine finger control may have more impact in some.
Some people who would be seen as "disabled" by the majority, would not see themselves as this and may resent the label. Also the term "suffering" is very emotive and not all people would identify with this, it smacks of tabloid newspaper headlines.

My Father had Parkinson's and the answer is yes you can call them disabled

I would call a parkinsons sufferer disabled.

It's up to you if you want to.

- it's progressive so don't hurry about saying disabled.
