How big is the litter box? Could she accidentally have knocked her tail (or what's left of it) against the sides?
Assuming the litter box is big enough (otherwise you'll have to get a bigger one), here's a method that usually works for such problems:
First of all clean up the spot under the dining room table with a cleaner that removes organic smell (you should be able to get one at the supermarket or pharmacy). Then place her litter box under the dining room table, hopefully she'll start using it again. Once she does that, you can start moving the box back to either a new place you've picked out for it or its old place. Move it just a foot or so per day until it's where you want it.

Inappropriate potty habits can be a direct result of an injury -- how short has her tail been amputated? What medical reason was it amputated in the first place? This could be happening as a result of the injury or the surgery itself.
IN NO WAY is your kitty doing this to get even with you for anything!!! You may need to confine her to one room until she re-learns using the litter box.
Definitely talk to a vet. All of what is happening right now could have been explained to you and then your poor kitty would not have upset you. Your kitty does NOT want to make mistakes under the table and your vet should have given you
all possibilities when the kitty was sent home.
Don't give up on her -- she may need to re-learn a few things but, she still wants and needs you.

She most likely has nerve damage to the back of the spine, making her want to eliminate in a quieter or darker, more confined area, under the table surrounded by chair legs fits her needs.
Put the box under the table and over the next few days move it slowly to one side where it's more convenient. Or move her current box to a low-traffic area of the house where there's some sort of protection around it. If she feels safe in it, she'll use it. All it may require is a cardboard box set in front of the litter box to help give it some concealment.

Back to the vet for an examination. Maybe it is still sore and she is having pain when she does her duty.
You could put her and her litterbox, food and water and some toys and her bed in the bathroom for a week. Don't let her out. Just visit her frequently and see if she behaves herself in the bathroom. I call this "litterbox re-training 101". (Cats are usually very clean creatures and don't want to mess near their food and near where they sleep). While she's in there, use an enzymatic cleaner to clean up under the table. No matter what else you use, even though you can't smell it the residue of the urine and feces is still there and the cat will smell it. When they smell it, it's an indication to them "this is the place to go".
NOTE: It might be a good idea to use baking soda and boiling water to clean the drains so she isn't attracted to them. You could keep a little water in the bathtub to discourage her, too.

You need to give her some time. She is probably not used to it, and it could be something she doesn't realize is ok. And I mean that cats are funny. They seem to be creatures of habit. Her tail probably touched the litter box in some way while she was in there-now it feels weird.
Ask the Vet about it. They can tell you more about why she is doing this. And if you decide you have to give her up, please do it lovingly at a good adoption center.

She may associate the litter box with pain..if she was using it while in pain from her tail..she may think that the box is the cause of the pain rather than her tail. You may have to re-train her...put her in the litter box after she eats...or lock her in a room with the box after meals.
