Before HDTV's had these built in, both 'iScan' and Runco had up-converters.

Do an internet search for 'iScan' or 'iScan Pro'. These would run $200-$600.

The best upconverting DVD player on the market today is made by Oppo. (see link)
Howver, most commercially pressed DVD discs are CSS-encrypted and will be limited to 480i/480p output over component, (RGB).
HDMI output is protected with HDCP and has no such restriction.
