If there is, I've never heard of it. Although, as a writer, I admit it would be useful! Your best bet is to just get a list of surnames and go through them, saying them out loud as you go. A lot of the time, PERFECT names are uncommon, but just seem to 'click.'
'Martin Van Buren' comes to mind! Remember, to have a 'perfect' name, it has to be really memorable. Try to find a name that you can't forget, no matter how hard you try. (like Ebineezer Scrooge) sometimes, real life names just seem to click too. (Stephen King) IF all else fails, find a list of names for un-famous people (like end credits for a movie, tv show, or video game) and search for 'Martins!'

"Best" is a matter of taste. You couldn't have a web site as you describe unless you had someone with good taste sit down with 10,000 given names and come up with 2 - 3 surnames each, and even then some people wouldn't agree with his/her choices.

is the Mormon mega-site census page. You can leave it at all three, or pick 1880 USA, 1881 Canada or 1881 England. Enter Martin as a given name and see what surnames they had in 1880. One may strike your fancy.

This site gives frequency of use, place of orign, and different variations of surnames, given names, and nicknames in different languages. The information from Namepedia is available in English and German version, so make sure you check the English link.
