Chew toys. I used to buy my lab mix a great big rawhind bone or one of those butcher bone things if I had to study for a test or something just o get him to be quite and happy for a few hours. The ones with knotted ends work well. Also take him for a long walk, play fetch with him and try to get him worn out. Labs are puppies, behavior wise, for about 3 years. They have tons of energy and are very smart.
My experience with my lab mix was that he was like a toddlers and demanded constant attention when awake.

A dog that whines means it is in pain. This can be mental or physical. First of all, get your dog tested by a vet. It might have worms in its stomach that hurt. Secondly take it for long walks are labradors have a lot of surplus energy which they must burn in some way or the other. Don't keep it tied the whole day. Give it a bone or a soft toy to play with. That will keep it involved.
Hope your dog is physically fit. But di get it de wormed. Also make it exercise and make sure it is warm and has something to play with.
Hope this helps. All the best. Do let me know!

How do you know he's not bored? Is he getting enough exercise? A tired dog is a happy dog and labs need a lot of exercise and social interaction. Is he alone when he whines all day? He could have separation anxiety, which a lot of exercise will help with. He needs to have a good long exercise in the morning, hop on your bike and take him a long for a good 30 minute run, if you have a treadmill teach him to use the treadmill and get him on there for 20-45 minutes each morning once tired he'll sleep most of the day and it'll help relieve any anxiousness he might be feeling.
Does he whine only at certain times, ie he sees you put your coat on and he knows your leaving? Desensitize him to this by putting your coat on, then taking it off, putting on taking off, practice every day for 10 minutes, then put your coat on walk outside and walk back inside, over and over. Eventually until he isn't even phased by you putting your coat on.
Your dog whines for a reason, its up to you to figure out what is triggering his whining and work to correct the issue. Worse comes to worse he needs a lot of exercise to tire him out.

He could have a digestive problem and be suffering from a pain in his tummy. Hopefully he is on three small meals a day.
He could simply be attention seeking, do not placate him, next time he starts whining simply walk out of the room do this every time he whines. If he is attention seeking this will stop.
He may need more exercise and fun, try doing some obedience training with him. Buy him one of those large hollow balls which one can fill with dried dog food, he will amuse himself for a long time trying to get this out. Do not try to distract him or play with him after he starts whining as he will view this as a reward. The idea is to do more with him and take his mind of whining.
Go to training classes or take him somewhere that he can play with other dogs. If all else fails take him to the Vet.

Take him to the vet after the holidays unless something happens where he gets worse, this is to rule out anything physical. My dog started whining at me a lot like he wanted to go out real bad or something so he we went to the vet to get his shots and asked them tho check and make sure there was no physical reason for his whining. They said they thought it was a behavior problem he was getting attention or rushed outside when he did it so just ignore him or make him lay down and stay until. Let me stress though you should take him to the vet if he keeps it up he could be hurting somewhere.

Does he spend some time alone during the day (let's say when you're at work). Try involving him in new activities. Did you change anything lately around the house (for example... any family member went away or a new kid around, a new pet?)- dogs are very sensitive at any kind of changes.
He might also have a health problem that disturbs him. Try to palpate him and see if there's any region of his body that hurts.

If you are able take him outside and play with him until he is tired or increase his walking time to wear off his energy. It sounds like he has energy to burn. If he whines when you leave him he has separation anxiety.

Show him alot of attention, take him outside, or give him a treat he is trying to state something so I would try all of those. Chances are he wants to play. Happy Holidays!
