they call that gangs here,the kids are not allowed to travel/walk about in groups here,the cops ask for ID etc and split them up and send them on there way(as some are minors).Even if we get off the trains on some stations the cops will stop you and grill you.Or other kids think your looking for trouble and hassle them out.sad but true. cheers :)

numbers arent safe according to my gf. they will come to get you when you sleep. (she has a phobia of them)
but in regards to the meaning of your question, then not necessarily. if you are in a large group then you attract attention. maybe 3/4/5 are good numbers, any more becomes risky.
