So I'm Christmas shopping for the folks tomorrow, and I'm wondering:

a) what should I buy them (general ideas or specific gifts are both great)

b) how much should I spend

The second part depends on your budget. Spend as much as you can safely afford to without cutting yourself short.

As for gifts, choose something they each like. If your mother collects something then get her something to go with that collection. father's can be harder to shop for. I usually went with a wallet. But tools, slippers, etc would be good.

It's not about money, it's about thoughtfulness.

Not knowing your parents, I couldn't tell you what to buy. What are their interests? What would your mom never pony up the money to buy, but would really like?
