That's burning, or at least extremely hot, plastic. As you clearly have no experience in these matters (and there's no reason why you should) you really do need to get an electrician in, and quickly too. Don't attempt to fiddle with something as dangerous as mains electricity

Definitely over-hot/burning plastic.
Unless you are qualified electrician don't attempt to do anything with the fuse box. Get an electrician in and pay the price. Your's and your family's safety is at stake here. Do it soon before you have a house fire - that would be considerably more expensive!

There appears to be a loose connection or a circuit that is overloaded, switch off the power at the main switch open the fuse box and look at the ends of the cables for any sign of burning. I strongly advise you to get a qualified electrician to check this out.

You really need a electrician, I hate to say it. It could be something as simple as a circuti breaker/fuse going bad, or you may have a problem outside in the electric meter. it will cost about $60 an hour + parts for an electrician to come out and figure out whats going on
