whenever i see a descent guy, they dont approach me or say anything to me.. maybe a look but nothing more but an old gross dude who i want nothing to do with will start talking to me?!
why wont descent guys my own age(20) talk to me in a public setting and why are old men hitting on me??

Probably, just because you are a young woman. 'Twas ever thus.
It depends a bit on where you are. I believe dating practices and assumptions are different in the UK and US (where most of the questions and answers I see on my screen originate from). There are places and times recognised as situations for linking up, and those which are not. You may be expecting attention in a 'wrong' place, eg the street during the day, whereas you would be giving a sign that you were definitely interested in meeting someone if you went to a bar or club in the evening.
It must be difficult for many men to pluck up courage, not only to risk rejection, but also to risk approaching a woman in the wrong situation and offending her. The older guys have more practice and may be trying to exploit the fact that you are young and therefore seem easier to approach.
How are you dressing? It's important to get the right balance of cover-up and exposure of flesh just right to attract the right kind of attention.

Maybe b/c most guys think that you are beautiful but,are out of their league by the way you carry yourself (unless your not) and they probably wont have a chance with you so they dont try and older men (who are more comfortable with themselves and secure) have the courage to come up to you. So just be a little more flirtatious to the guys your age and you just might have to make the first move,

Do you mean really old men, or just older guys like in their 30's? Who knows, maybe it's the way you carry yourself, it might be intimidating to guys your age, while older guys don't care.

omg
i have the exact same problem!
im 17, and only guys aged 40+ hit on me...no guys my age seem to notice me
i have no idea...maybe we intimidate the guys our age :P
or maybe we flaunt it a bit...and thats why we catch the "older generations" attention, but there's so much of it on show for guys our age, they've seen it all before
i have no idea.
but attentions better than no attention right? :P

Maybe you look old. The 20 year olds pass you by because they are looking for young chics.

or they are too shy. don't worry, one will eventually.
