...you're not gonna believe this, but yes, there is ACTUALLY a movie, which matches your description; the footage that you saw, was from a nasty little Italian soiree, from 1988, and called "My Lovely Burnt Brother and His Squashed Brain". Years ago, when many of the recent and steadily released, rare & obscure horror & shock films were not so readily and officially available, and were relegated to the underground world of bootleg video, I actually got what was about a fifth or sixth generation copy of this film. Despite having seen the film only once (...and believe me, once is enough!!!), I still have the tape; not unlike the equally gross, perverse and twisted German shock film, "Nekromantik", "...Squashed Brain" has proved to be quite a lucrative conversation piece, if anything, for the title of the film, alone...
