It means something is temporarily under construction, and therefore not available. Since it is a temporary condition, it should soon become available.

Any construction raised for a limited period, which shall be demolished after a certain time is known as a temporary construction.For example,close to any construction of buildings,dams etc.temporary hutments are raised to house the laborers. These are demolished after the main construction is completed.
