and they're constantly looking over your shoulder and making really arrogant faces
i know about 4 people like this
and i tell them something and they completely ignore it like what they have to say is the most important thing in the world..

they are arrogant and dismissive.....give them some of their own back. I know people like that too, they ask something just to hear their own voice because they 'already know the answer' and don't even listen to what you have to contribute. It is very frustrating. I know several people too that only want to discuss things that interest them. They actually look around the room when you talk about something that doesn't interest them. So I do it all the time just to piss them off hehehehe

The most accurate term, at least to me, is self-centered. That is a person who thinks only about how the world affects himself and not how his actions or words affect others.

Sadly, many self-centered people have no idea how they come across to others.
