Is blue eyeliner good for someone with black hair and brown eyes?

Personally, I say yes.
I have blonde hair and blue eyes and I wear medium brown shadow with blue mascara.
But I can see blue liner with brown eyes and black hair as quite complementary.
Be yourself.

Don't go with a light, powdery looking blue as it will make you look like 13 year old disney show star from hell. it doesn't look good on anyone, especially not on those older than about 13. opt for a darker, more subtle blue. Like that one girl mentioned- a midnight blue. But don't mix it with colorful or shimmery shadow-you're not a disco ball. Stick with a matte gray.

moral of the story with color on the eyes goes- only one thing of substantial color. I usually do my crease in a color- but i try not to get too far from neutrals (i stick with browns or greens) because i have pink-toned skin. i shouldnt wear dark gray shadow because it will only point out that my face is always a little pink. I'm irish, not much to do about that. but if i were dark complected like yourself, the dark blue liner would add a little, without taking it overboard.

Depends more on your skin tone than your hair color. The fairer your skin is, the lighter a color you should use. Black is only appropriate for those with medium to dark skin, and dark lashes.
You don't say what shade of blue, I will assume you mean a navy blue. It also depends on whether your skin tone is blue-ish/pink or golden. If it's golden, blue is probably not a great choice for you.
People with golden skin tone usually look better in soft browns or dark browns.
If your skin tone is blue-ish or pinkish, and your skin tone is medium and your lashes are dark, the blue will probably be all right.

Yes! In the women's magazines they say that blue eyeliner goes BEST with brown eyes and dark hair. I have also seen this before in person and it looked good to me.

yes it is. I have brown hair, and I wear blue eyeliner and blue mascara with a touch of black mascara blended in and I ALWAYS get compliments on how my make up looks. Yes you should wear it. It would look good.

yeah, but keep the rest of your face really natural.
like don't use eyeshadow or a dark blush / lip because you'll look cheap and trashy.

if you're going to use blue eyeliner, that should be the main focal point in your makeup so just use a very light peachy blush and a light pink lipgloss, or none at all.

Dark blue eye liner is good for brown eyes. Purple eyeshadow also make's brown eyes look bigger and stand out more.
