Actually, it used to be "Hello, who is it?" as a socially acceptable way to answer the phone. Now it's just "Hello?" either because we've become so lazy as a people, because we assume they know what we meant, or because in our fast paced world of technology we just don't have time for pleasantries anymore.
Like how "How are you?" is not really a question anymore, sometimes it's even a greeting instead of going through the whole small talk bit.
Hehe.

Hmm,,what would your suggestion be? Billy Crystal once said to never say the expected. So, although this seems like a silly question,..it's not!! Maybe because we have become a nation of robots,and no longer have the ability to be original.

Yes, it does seem rather inquisitive, doesn't it. It is usually when you don't know who is on the other end. Kind of like Hello (who is it?). Do you also finish with a tentative "mmmm bye?"

Well, you probably grew up hearing your parents, friends, or other people answer the phone saying, "Hello?".

Because if you answered it goodbye people would get confused.
Well if you think about it, you don't know who is on the other end so your asking them to essentially identify themselves.

I dunno. Maybe we just want to make sure we heard the phone ring after all... hehe. So we have a questioning tone, so we can always be like, " Hmm, nobody there? I KNEW it wasn't really ringing! That's why I was all suspicious and questioning..."
