Last night, observing the full moon in my home city, northeast of Mexico it had like a ring not too close to it, very bright but seemed like a ring of fog. I could appreciate information regarding what I saw. Does it happen each month?

It is called a Halo and it is ice at high altitude.

The 22 degree halo is caused by light been diffracted by hexagonal ice crystals. You are seeing the Moon through very high Cirrus clouds.

Warm fronts usually have a train of clouds: Cirrus, cirro-stratus (both are made of icecrystals and are transparent enough to let Moonlight and Sunlight through); then come the alto-stratus through which you can see the Sun (sometimes, but not often, the Moon) but not the halo; then the Nimbo-stratus, the warm front's rain cloud.

Many people say that the halo announces rain 24 to 48 hours later. If the halo is caused by the Cirrus or cirro-stratus at the head of the train of clouds, then it is usually true.

Its called a halo (you can see the same thing around the sun if the conditions are right) and its caused by the moonlight passing through ice crystals high in the atmosphere.
The crystals have to be at the right altitude and the right size and shape for the halo to appear.
It can happen anytime, but it doesn't usually happen every full moon (it could be months before you see it again).
