to which the answer is none because buses do not have legs the have wheels

One bag would have seven big cats with 28 legs. There are forty nine little cats, so that is 196 legs. 196 times seven backpacks is 1372 plus a single girl would have two legs, that's 1374.
times that by seven and you get 9618. You are right. If it was eight girls, then you'd have 10,992 legs. So you're wife is counting up eight backpacks but missing the eighth girl.
No wait, I didn't add the big cat legs with the little cat legs.
7 big cats: 28 legs
7 little cats 28 legs, times 7 for each big cat: 196
total legs in 1 bag: 224
224 times 7 backpacks 1568 plus two legs for the girl is 1570 legs.
1570 times 7 girls in total is 10,990. Sorry but the wife is right. You seemed to have made the same mistake I did by not adding the legs of the big cats with the little cats.

a few assumption must be made-
1. The backpacks are on the bus
2. The little cats are on the bus
3. Each girl & each cat has the normal amount of legs
4. There is a driver w/2 legs
5. No animal has its legs outside the bus
Therefore, there are 10,992 legs in the bus.

I got the same answer as your wife:
7 girls with 7 backpacks = 49 backpacks
7 big cats in each backpack = 343 big cats
7 little cats for each big cat = 2401 little cats
Assuming the girls and the cats are normal, each cat has four legs and each girl has two.
Girls: 14 legs total
Big cats: 1372 legs total
Little cats: 9604 legs total
Total legs: 10990 legs
