I was wondering what kinda body type one would need in order to pull this type of dress off....like tall and thin, or can a short person with a normal body but large hips pull it off? (sweater dresses )

A tall person can definitely pull it off
But if you're curvy [short, pear shaped], a sweater dress with a big collar

Like that collar but bigger, would draw attention to your neck, not your hips. Or a large belt to accent curves.
But depending on how you accessorize the shorter person, they can definitely pull it off.

With the right high heel boots I think a short person with some hips can pull it off. The heels will give your legs a slimming effect taking away some bulk from you hips, but still giving you a sexy silhouette. (I have big hips and thighs and anytime I wear anything like that I make sure I have on some heels.)

se ay1 can put da look off it all depend on u all u have 2 do is pair of leggin or a pair of skinny jean with heel or flat dont worry about what people think of u go bold with it that what i been doin

It would look best if you were tall and thin but use your best judgment.
