It all depends on where you intend to operate the boat. Other than at private lakes at ponds, anyone operating a boat with a motor 10HP or more are required to have completed boater education course and carry an ID stating such.

It would be VERY UNWISE for you to do this, even if you can successfully (and illegally) rent a boat.

depends on what size boat, if under 25 then yes over that i doubt it, plus if you are going into the ocean, or plannng on cruising, the intercoastal, then i would hope you wouldn't
