lower the self esteem of a person who has a lot of confidence...or higher the confidence of someone who has a very low self esteem?

HMMM. That's a tough one.

If someone already has a lot of confidence it would be hard for them to lose it. But, usually, even confident people have 1 or 2 areas they're less confident of - so, maybe you could work on those angles.

Whereas someone who has low self esteem has never felt the "high" of confidence & will be afraid of change, so I think the latter of the two would be more difficult.

Lower the self esteem of someone with high self esteem. You won't be successful because they are positive minded.

I Used to train people to get jobs, raising self esteem is difficult. Some people you couldn't raise theirs with a crane.
