What can I do to prevent my bichon from running away? Won't come when called nor respond to treats.?

keep the dog in an enclosed area when at home, on a leash when in public, and register for obedience training.

Leash train her with an obedience course. Or an enclosed area in the back yard she can't get out of. A loose dog is a threat to themselves, they're SO apt to be hit on the road with passing cars. Not all drivers slow down when they see a dog, I've seen people actually speed up to hit them.

Keep her in a fenced yard and on a leash when outside of the fence.

She cannot run away if you have control over where she can go.
