depends on the state. if the state requires inspection, then it doesnt matter how old the car is.

NO!

1983 Honda Passports are exempt from any kind of inspection anywhere in this galaxy including but not limited to: Border crossing inspections, Saftey inspections, Security checkpoints of any kind, Emissions inspections... etc.

Impossible, Honda didn't make the Passport until 1994 (not in 1983?)

If you are thinking of smog inspection, in California yes it needs to be smogged. I think it is 1975 or earlier that don't.
