Haha, I have no idea why we say it.
I'm American and I say it, mainly if
it's a situation where someone teases
someone else.
It's almost like sticking your tongue out at them after they insult you or tease you.
Almost like saying "screw you..."
Haha, don't Americans have GREAT grammar!

It just means "forget you" or I dont care what you say, Im gonna do what I WANT TO DO , anyhow, say whatever you want...."
