Is it okay to wash my indoor/outdoor basketball?
If so, what is the proper way to do so?

Get a hot wet towel and scrub it like no tomorrow and then you should be back in business!

Just use anyhouse hold cleaner
1.spray
2.scrub
3.soak in water for a while.

Why would you want to wash a basketball? Its gonna get dirty anyways. And please if you are going to wash it anyways please don't use too much water because it will get in the basketball and that would just ruin it.

Yes because it is outdoor so it can get wet.

Is it leather? If so, try saddle soap and a brush. (Though I don't see what was wrong with the other answer you got).
